NO-ISSUE: Raise minor_min for 4.22 to 4.21.6

We need to ensure upgrades to 4.22 pass through openshift/machine-config-operator#5735. It has merged and should make 4.21.6, so this PR is made to target that. I can update it again if it slips that.
