Description of Change

• move top level requires into the functions that need them.
• Allow configurations to have its devices constant split into its own file to avoid keeping it in memory forever
• use lazy_handler for some device lifecycle handlers at the top level.

I saw a savings of ~36k on a switch driver with 1 device due to this change.
