Improve Automation controls for long action lists

Summary

• add action controls above the Recorded Actions table
• reuse the existing submit controls so confirmation and server handling remain unchanged
• synchronize the old-action age before triggering deletion
• document the top and bottom control locations

Testing

• git diff --check
• static checks for control targets and unique element IDs
• verified all reused labels have existing localization keys
