Overview

This PR removes the compiled/runtime McpOauth feature flag and makes the existing MCP OAuth authentication context available unconditionally. The surrounding MCP startup path continues to only enter OAuth when an HTTP/SSE server responds with 401 Unauthorized, and no approved spec context was available for additional implementation matching.
