Addition of LED-Pseudo-Monochromator, LED-Photo-Spectrum and LED-PWM-Thresholder tools to IRIS

3 new tools added in IRIS.

• LED-Pseudo-Monochromator: (LED Pseudo Monochromator tool for communicating with Arduino that itself has firmware for controlling the attached LEDs; supports different commands)
• LED-Photo-Spectrum: (Tool for automating the process of turning on all available LEDs one by one and measuring the spectrum of each LED and taking the picture of each using the camera.)
• LED-PWM-Thresholder: (Thresholding tool for setting PWM values for all available LEDs such that their brightness is almost equal - Peaks are almost at same height)
