docs: publish MoM bundle proposal and position paper

Summary

• publish the H2 Mixture-of-Models Bundle proposal, including format precedents, artifact boundaries, identity, binding, locking, import/export, serving, evaluation, OCI distribution, security, and implementation milestones
• host the Mixture-of-Models position paper in the existing PaperViewerPage experience at /mom-paper
• publish the complete editable paper source under paper/mom, including LaTeX sections, bibliography, TikZ figures, source scorecards, and the companion bundle artifact
• extend the paper workflow to rebuild both papers and verify the MoM artifact on every paper-source change
• add the paper to the research catalog and documentation sidebar
• rebalance the Research mega menu so White Paper, Vision Paper, and Mixture-of-Models Paper form the Published Work column, while Engineering Blog and Papers & Talks live under Project Updates

Design rationale

The proposal treats a MoM as one versioned virtual composite model rather than router configuration or agent glue. It draws explicit boundaries from Hugging Face model coordinates, MLflow signatures, ONNX typed IR and execution-provider negotiation, OCI distribution and attestations, and GGUF-style leaf portability.

The portable bundle remains independent from environment inventory, deployment binding, and resolution lock. CUDA, ROCm, runtimes, transports, API adapters, leaf artifacts, and deployment drivers remain separate realization dimensions.

The complete bilingual build passes. It reports existing warnings for historical zh-Hans anchors and the vscode-languageserver-types dynamic require.
