The stylis "PROPERTY" phase isn't sufficient to support the full set of cssjanus functionality, as we need access to the raw comments added by developers (@noflip directive for instance.)
PREPARATIONis the only phase which has all the information necessary to perform a proper flip for both shorthands and honoring noflip directives.
