Motivated by the need to clone the PR branch for CI in Github Actions. The earlier "branch/branches" tag did not allow binaries to be created.
Only build plugins if LLVM_ENABLE_PLUGINS is ON
This reverts commit 39c481c18dd651e06262e3e92865e590ceb5449a.
