Aligns the voting-circuits Orchard dependency with the qr_orchard protocol API branch used by the rest of the Ironwood stack. This keeps the Cargo graph on one Orchard source while preserving the existing circuit feature set.\n\nValidation: cargo fmt -- --check; git diff --check; cargo test.
