Allow clientinfo.xml to select the 2025-04-16 rAthena protocol and reuse the 2022-04-06 encodings where their wire formats are unchanged. Define and safely consume the six packets introduced between those versions so later packets in the same network buffer remain parseable. Test XML selection, handler construction, optional packet consumption, and the variable-length NPC BGM layout.
