Devo 1215 migrate cob index to git hub actions

bin/load-data handles the copying of configset to zookeeper when $CI == true; no need to load it again in github actions.

updates load-data collection creation syntax:

1. Added replicationFactor=1 (required for SolrCloud)
2. Added wt=json for cleaner response format
3. Added || echo "Collection may already exist" to handle cases where your GitHub Actions workflow already created it

@cdoyle-temple We are using solr version 9.8.1 in production now. Can you update this to use that version as well?
