Fixes #34735 - default host tools for Satellite registrations

Summary

Default redhat_install_host_tools to true when subscription-manager registration uses a Satellite/Katello consumer certificate.

Plain CDN registration has no consumer certificate URL and keeps the default disabled, so it does not try to install katello-host-tools from repositories where the package is unavailable. An explicit redhat_install_host_tools parameter continues to override either default.

Testing

• CDN registration defaults to no host tools
• Satellite registration defaults to installing host tools
• Both defaults can be overridden explicitly

My concern with this is that, without kt_activation_keys, it's no longer assumed that Katello is in the picture. For anyone using this script to register to the CDN, for example, they might not care for the Katello tooling. Plus the script I think would start failing for them if the RPM isn't in their repo.

Good point. I scoped the default to registrations that use a Satellite/Katello consumer certificate. Plain CDN registration now leaves katello-host-tools disabled unless redhat_install_host_tools=true is set explicitly.

I also added coverage for the CDN and Satellite defaults, plus both explicit overrides, and rebased the PR onto current develop.
