Fix Javadoc for RateLimitsConfigurationProperties

What was changed

RateLimitsConfigurationProperties Javadoc for maxWorkerActivitiesPerSecond was wrongly describing to call setMaxConcurrentActivityExecutionSize. Also switch order according to constructor.

Why?

Confusing docs even though code behaves differently (correctly)
