Other information

Similar to the theme support this adds support for the accent color for macOS.
I added this as Electron offers something similar (or as an event).

I don't have Windows at hand, but this could potentially be added in the future for Windows as well.

Is anything blocking this review? This would be awesome to support tint colors in our apps :)

I wasn't a macos maintainer when this was opened and now there are merge conflicts and it must be migrated to objc2.
We also need to check if winit supports this or has any plans to do so.
