gomodfs: support a list of module proxies, trying each in order - #28

Add FS.ModuleProxyURLs, an ordered list of Go module proxy URLs; each download tries each proxy in order, moving on to the next after any error. A module version's zip/info/mod set always comes from a single proxy. The existing singular ModuleProxyURL remains and is used when the list is empty. This lets corp CI hosts try proxy.golang.org first and fall back to tsgoproxy (corp's internal module proxy, which additionally serves private modules) only when the public proxy can't serve a module, so the internal proxy isn't load-bearing for public modules.
