`pkgs.util-linux` existence must be considered first to avoid panicking when the `pkgs.utillinux` is converted into a `throw`.

As predicted, node2nix is now broken as of NixOS/nixpkgs#456065 which converted pkgs.utillinux to a throw, and this change is required to fix it. Please merge.
