Describe this PR and why it should be merged:
This PR adds the poll command in all its glory. The command is similar to the one from the old pr but now It also will announce a winner after a configurable amount of time. I must also say that the code is much less gross looking but thats just me. I have also implemented internationalization as requested from the old pr.
