This pull request introduces a new script for automating the fetching of the latest VICAL file from the AAMVA website. The script ensures that the file is only downloaded if it is not already present and up to date.
New automation script:
scripts/fetch-vical.sh, which scrapes the current VICAL filename, checks if the latest file is already downloaded, and fetches it if necessary.
