Description
I added 2 abstract methods to change the SED password and reset the SED password.
Each platform will be able to add implementation to its chassis.py.
It will be used from the new relevant CLIs.
Motivation and Context
We want to be able to change and reset the SED password via SONiC CLI.
How Has This Been Tested?
config sed change-password -p PASSWORD
config sed reset-password
