This PR introduces the following changes:

  • Add aggregate_usage command to CLI for fetching and aggregating resource usage metrics
  • Add ResourceUsageAggregator class for aggregating and summarizing resource usage metrics
  • Add method to fetch resource usage for CircleCI jobs with error handling
  • Improve usage export job creation with enhanced error handling and logging; optimize metrics digest management

These changes aim to enhance the functionality and reliability of resource usage metrics aggregation and reporting.
