updating the vela-os image as per the changes merged in simplyblock/vela-os#27

Additionally, the tests are still failing due to a delay between
ACTIVE_HEALTHYstate andnvme_bytesvalue inmax_resources. This issue is fixed in #667.So rather than updating the code, which won't be there for long, updating the tests to wait for an additional 30secs for the state change.
