Add pavelzw as a sigstore-rust maintainer

Add @pavelzw as an organization member and a member of the existing sigstore-rust-codeowners team, matching the other sigstore-rust maintainers. The team grants Maintain access to sigstore/sigstore-rust.

Validation: parsed the YAML, checked for duplicate users, verified the team's Maintain permission, and ran git diff --check.

He's a core contributor to rattler and pixi where we are planing to use sigstore-rust :) he has recently been driving the implementation on the low level rattler crates for verification
