Copilot is being activated automatically on some PRs and ends up bringing more spam than useful reviews.
This PR introduces some rules designed exclusively for contributions, not only for Copilot itself, but for local development with Claude, Copilot, Codex, etc., including agentic IDEs like Cursor and Windsurf.

Note
There are interesting instructions that can be added about the project itself (core), but I'll include these instructions focused on the project overview and more focused on tests first. Let's see how it goes and if it actually helps.
