This PR builds off of #490 to actually use the Gitlab library to make pull requests.
The only actual changes are to
release.pyin the last commit. The rest are contained within #490. I can restage once that gets merged.Most of the structure is copied from the equivalent Github commands. This PR is as small as it is thanks to the previous PRs that rearrranged things (#483, #486)
