In Wepback 4 it's possible to create separate
runtimebundle. When usingminiCssExtractPluginasync css-chunks are loaded from thisruntimebundle. But it's not aware of rtl-chunks that are created by the plugin. Now the plugin can modify theruntimeand add support for async rtl-css chunks.
