[FIX]: #1096 Make the License page similar to the Privacy policy page UI

Description

This PR refactors the Licensing page to match the new "glassmorphism" UI/UX established by the Privacy Policy and Code of Conduct pages.

This change removes the old styled-components implementation and replaces it with a new index.tsx and a dedicated index.css file. This creates a consistent, modern, and professional look for all legal/informational pages on the site.

Changes Made

• Refactored index.tsx: Replaced the entire file, removing all styled-components and rebuilding the page with the new "glassmorphism" HTML structure (e.g., .lic-container, .lic-content-card).
• New index.css: Created a new, dedicated CSS file for the Licensing page.
• Consistent "Contact Us" Box: Ensured the "Contact Us" section uses the dark-mode purple gradient in both light and dark modes, matching the other pages.

Dependencies

• None. This PR only introduces a new index.css file and modifies the corresponding index.tsx.
