sorry, 64 installer doesn't launch, but 86 installs

I cannot find change log, I assume it is security patch?

Install doesn't mean that runs. Take care about if this version is WinXP/2003 compatible. If not, we are not compatible yet.

I did not find a x64 installer that works with ReactOS.

I will commit this, but I am not 100% sure this change is needed. But it's the last version available so it's okkay.
