Publish the Helm chart to the GitHub Container Registry

Thanks! We have our own internal release process that we follow (see the repo branch for output and most of our PRs). We can incorporate this action into our workflow.

Will this work out-of-the-box with the built-in GITHUB_TOKEN or do we need to add credentials somewhere?

I think it should run out-of-the box, though you can go ahead and verify that it works in your environment/repo. I just checked and I don't see any variables set to enable it.
