chore: update docs around track command

Make this behavior more clear.

A non-admin user who is either the cloud-owner or cc-user of an admin-scheduled cloud going out:

1. Can track it via track cloudXX -- sees full live move progress, identical to admin view
2. Can see it in the GUI Move Progress view -- all moves shown, no filtering
3. Cloud-owner only sees it in My Hosts / my_assignments -- these views filter by owner client-side
4. CC-user sees nothing in My Hosts / my_assignments -- they are not the owner, so the client-side filter excludes them
5. Neither owner nor cc-user status matters for track or Move Progress -- those show everything to everyone
