ieee: mirror the A2 + NESC completion; the pend ledger re-derives

Mirrors the gem's A2 completion (pubid#507/#508, corpus
testsuite@2a297228):

  • the year-only draft date keeps its comma form (Draft#to_s
    ", 2019"; DATE_SUFFIX reads it back)
  • the ANSI project records its P - "ANSI PN42.34/D9a, 2015"
    round-trips with the marker
  • the stale P802.11aqTM update-code is gone; the native spelling
    round-trips byte-exact
  • the NESC name-first Redline fix rides the gem artifact

The pend ledger re-derives: 469 ieee rows - the dated-draft render
surface this port has not reproduced yet (forced-comma forms, D=
designator faces, the year-only compose) - plus the unchanged nist
48 / itu 1. TESTSUITE_REF -> 2a297228; artifact rebuilt (42
flavors, 99,686 cases).

Mirrors the gem's A2 completion (pubid#507/#508, corpus
testsuite@2a297228): the year-only draft date keeps its comma form
(the grammar's comma-year draft tail), the ANSI project records its
P ("ANSI PN42.34/D9a, 2015" round-trips), the stale P802.11aqTM
update-code is gone - the native spelling round-trips byte-exact -
and the NESC name-first Redline fix rides the gem artifact.

The pend ledger re-derives: 469 ieee rows (the dated-draft render
surface this port has not reproduced yet) + nist 48 / itu 1
unchanged. TESTSUITE_REF -> 2a297228; artifact rebuilt (42 flavors,
99,686 cases).
