Remove outdated note about llvm packages

Therefore, it isn't relevant for v18 and v17.

Here, digging a bit further, this note is shown in several versions of the distribution (17, 16, 15...).

While it doesn't apply to 17, 18, it does for <16, it contains valuable information for upgrading, that's why it think it has been kept in the doc.

I think what's need to be done is re-phrase it for making it version-specific and move it to the corresponding section (~"Upgrade with yum") on each version.

Seems a lot of work, but that would be the right place of the info being removed IMO.
