Update pgBouncer version in 17.11.1 release notes - #1048

pgBouncer 1.25.2 -> 1.26.0 (2026-09-29), which addresses CVE-2026-19888, CVE-2026-6668, and CVE-2026-6669. Also updates date.17_11_1 in variables.yml to 2026-09-29, which feeds the release notes title, the release notes index, and the mkdocs nav entry.
