http://wiki.ros.org/noetic/Migration specifies an additional step for libraries utilizing FCL library to find the newer FCL 0.6 on all supported systems. This PR does this step and makes sure the code is buildable with both 0.5 and 0.6.
Without this PR, success of building would depend on whether
ros-noetic-fclpackage is installed or not.
