1.The inital timing is nor correct. The spi will try to set clock etc..even without clock is enabled. causing nothing is set. 2.H616 pin mutex not set

1.fix: The inital timing is not correct.
The spi driver will try to set SCK freq etc.. even without clock is enabled
causing actually nothing is set.
2.fix:Pin mutex setting was ignore under H616 config
3.fix:CS polarity is not work
