[BUG] Harden anoncreds upgrade when the wallet is in a corrupted state

We were recently trying to upgrade a very old tenant wallet and got into a state where the upgrade was stuck until pods where restarted. The cause was a corrupted wallet where a revocation registry record was created but not the corresponding private record.

The upgrade should be able to handle situations like this gracefully.

Should the upgrade attempt to repair and delete these corrupted records?
