Includes the changes in #282, which will be closed in favor of this PR.
Includes several API extensions needed by JMRI so that it can add named events to the CDI interface.
Also includes extensions and corrections to the parsing methods within EventID
This is enough of an extension that the next release should probably be called 0.9.0
