Please let dot initiate an actual incoming voice call when something important needs my attention.

Requested behavior:
- An opt-in setting allowing dot to call for important alerts, with simple controls for when it can call.
- A real incoming-call screen with answer and decline controls.
- On answering, dot briefly explains why it called and lets the conversation continue naturally.
- If the call is missed or declined, leave a concise summary in the dot conversation.
Examples could include a last-minute change affecting an upcoming plan, an approaching deadline that needs a decision, or a task blocked on an urgent answer.
