feat: retry with proxy #64

Currently server where bot is hosted is supposed to have proxy for Telegram, but it randomly stops working at times. Bot has ability to use proxy if it's set in config, however it works as on/off switch depending on whether it's set.
In our scenario a good approach would be to try to send request without proxy and if it fails retry with proxy that is set in the config. To avoid tanking performance because of retries, it would make sense to enable proxy for n minutes if usual request failed, but one with proxy went through
