ci: publish with npm instead of npm-publish action - #200

Call npm publish directly instead of JS-DevTools/npm-publish, so the logs show npm's own output and any publish error fails the job. This also removes a third-party action from the step that holds the OIDC publishing permission. Normalize repository.url, which npm otherwise rewrites at publish time with a warning.
