[CoR] Workspace request limit dialog is confusing during Approve Plan

Repro Steps:

1. Create an Azure Project.
2. Generate a project plan.
3. Open the Project Plan view.
4. Click Approve Plan.
5. Observe the "Raise the chat request limit for this workspace?" dialog.

Expect:
The approval flow should not show an unrelated modal dialog, or the dialog should clearly communicate that it is optional and does not affect plan approval.

Actual:
A workspace chat request limit dialog appears immediately after clicking Approve Plan, making it seem like part of the approval process.

More Info:
Closing the dialog still approves the plan and scaffolding continues successfully.
