[PROTOTYPE] Merge LiveTests and UnitTests projects into a single Tests project

What does this PR do?

Prototype merging LiveTests and UnitTests into a single Tests project now that Test Proxy has been integrated into the project, where LiveTests now no longer require Azure resources when running. Instead, they determine whether resources are needed based on the mode (Playback, Live, and Record) they're running in.

Merging these test projects together will simplify development of tools and improve build and test times as it'll allow for 10s of projects to be removed from the build tree.
