VTK_DIR should be the folder containing VTKConfig.cmake, not CMakeLists.txt. i.e. you want the build folder, not the source folder.

e.g. after building and installing VTK on my machine this was C:/Program Files (x86)/VTK/lib/cmake/vtk-8.2
