imo, a README should be a short document with basic info and build instructions.
These other topics are better fit in general documentation/guides.
Could potentially link to them though: "Read more here"

Sure, wherever it shall reside. It is just a partly loose collection of what I think people will be glad to have at hand. The more we can move to the docs, the better.
