v3.1.1: raise default wait time from 1ms to 150ms

Existing users who call macism without a wait argument now get a
reliable CJK switch on macOS 26 (Tahoe) by default, instead of
silently breaking after an OS upgrade. Older-macOS users can pass a
smaller explicit value to reduce latency.

v3.1.0: allow user-configurable wait time on CLI

The third CLI argument (wait time in ms) is now honored for any
non-zero value, not just 0. Default behavior unchanged. Lets users
on macOS 26 (Tahoe) pass higher values (e.g. 100ms) to avoid the
CJK race that the old hardcoded 1ms default cannot.
