[WIP] create the remaining AR registries and start using terraform to manage the k8s-artifacts-prod project

There is alot kruft in this GCP project, but for now, I started to make new changes to this project using Terraform.

I created the AR registries that are uncommented in the registries.tf file. We need to backfill them first
