Upgrade to v4.0.0 targeting .NET 10 and CMS 13
Migrate from Optimizely CMS 12 to CMS 13 with .NET 10 target framework. Replace AlloyMVC sample with updated Alloy project, convert .sln to .slnx format, update EPiServer package references to 13.0.0.
