Updates the project to 2.2, including requiring Java 17. The release plan for 2.2 says Java 11, but given Java 11 is already out of regular support, 17 seems more appropriate. Also the EE12 platform will require Java 21.
I updated the Maven requirement to 3.9+ (the oldest supported release) and made it enforced in a few more places.
This doesn't include signature test updates, I'll work on that soon in a separate PR
