Versions supported: v0.34, v0.37, v0.38, v1.

Downgrade cometbft-rs to use v0_38 protos

Most chains haven't updated to CometBFT v1 yet.

In PR #976, @melekes was prospectively exploring what it would take to
support multiple versions concurrently, but for now this seems like the
safest default.

Most chains haven't updated to CometBFT v1 yet.

In PR #976, @melekes was prospectively exploring what it would take to
support multiple versions concurrently, but for now this seems like the
safest default.
