Public repos use ubuntu-latest. Replace [self-hosted, Linux, X64, wsl, base120] with ubuntu-latest across 4 workflow files (base120, ci, guardrails, mirror-conformance). Unblocks PRs #90 and #91 which were failing with no runner registered for the base120 label.
