Port recent upstream DeepGEMM sources and Python APIs into deep-gemm, update Kernel Hub build metadata for supported CUDA toolchains/architectures, and add local wrapper compatibility fixes for PyTorch limited ABI and DeepGEMM runtime JIT init.
